History of the OVO
The OVO ordinance was first drafted in December 04, and came out of the city traffic engineering division. It was introduced to community groups and came before the Land Use and Housing Committee in April 2005. Public outcry put the issue on hold, and a focus group was formed comprising of city staffers with citizens for and against. RVUFFP was represented by Dennis Rudd, a long time R.V. owner and staff member to the Southern California Good Sam Club.
Focus group representatives meet during the summer of 2005. Though the city will say a compromise was reached, there was NO compromise. The city had their agenda, and little changed.
In November 2005 the issue was presented to the Parking Advisory Board, a newly created panel for city staffers. The PAB is chartered as an ADVISORY board only, and has no voting powers with the LU&H or City Council. In Apr 2006, the OVO was placed on the PAB agenda. A sub-committee of the PAB had prepared options for review, but the meeting was cancelled for lack of a quorum.
At the PAB meeting of May 2006, Councilman Peter's written request for a trial period in La Jolla, ordinance as is, was passed quickly. The representative from Pacific Beach wants in too.
When the OVO will come before the LU&H and or the full City Council is uncertain. The City Council will have final say on if, when and where any provisions of the OVO are adopted.
